The New York City Alliance Against Sexual Assault praises Governor Andrew Cuomo and the New York State Legislature’s quick action to close loopholes on guns and ammunition in this state. In addition to supporting increased control of the sales of guns, assault weapons and ammunition, the Alliance supported the proposal to create a state-wide standard for review and determination of whether gun permit holders continue to be eligible for permits. Many counties do not review issued permits despite conduct by a gun holder that might make him or her ineligible to legally possess a gun.
Sexual Assault is a crime of coercion. The perpetrator can be a stranger, and acquaintance, or an intimate partner. In every case, the presence of a gun increases the danger to the survivor. In 10% of stranger rapes and 8% of rapes by ex-spouses, the offenders used a gun. (Lawrence A. Greenfeld, Sex Offenses and Offenders: An Analysis of Data on Rape and Sexual Assault, Bureau of Justice Statistics, U.S. Department of Justice, February 1997, NCJ-163392) The Alliance joined others to back this legislation that will help to keep guns out of the hands of those who use them against victims of crimes and applauds Governor Cuomo for providing leadership on this issue.
